For many features that are now added in Belgrade (capital of Serbia)
there is automatical prefference for location as "Јужнобанатски округ"
and "Војводина", those are different counties and states (southern
county and it's capital Vojvodina).

For example, when I add a building here
http://www.google.com/mapmaker?hl=en&ctype=0&gw=11&ll=44.817806,20.513242&spn=0.007839,0.020428&z=16
it often offers me as Vojvodina even though everything else is marked
as Belgrade.

Well I have just corrected that with this POI "Lukoil":
http://www.google.com/mapmaker?hl=en&gw=55&ll=44.821908,20.51214&spn=0.010837,0.019655&z=16&iwloc=0_0&editids=Sz6mlRtHgAfSlIngug

I've changed "Everything" at one Edit:
District to "Град Београд" and
State to "Central Serbia"

Can you do the same for other features?
Does this solve your problem?

No. The problem is not only in changing the data (I can do it after
it's published, it won't accept changes before that? although it
doubles my effort) but in the fact that since recently when I mark a
POI in Belgrade, central Serbia, in 9/10 chances it will be marked as
Јужнобанатски округ, Vojvodina by default. First major city that
belongs to this district is Novi Sad which is around 250km north of
Belgrade.

Serbia has recently changed it's statistical-geographical regions and
I suspect this problem has appeared after that, maybe somebody made
some mistake in default settings for the map.

I have checked "South Banat District"
http://www.google.com/mapmaker?hl=en&q=south+banat
+district&gw=39&ll=44.997825,20.926208&spn=1.435262,2.515869&z=9&iwloc=0_0&fid=5138740790504354101:5261854734599073370
and States (Counties) in Serbia ("Vojvodina
http://www.google.com/mapmaker?hl=en&q=vojvodina&gw=39&ll=45.5756,20.192871&spn=2.841397,5.031738&z=8&iwloc=0_0&fid=5141746583706654433:8800667493857594283
and Central Serbia
http://www.google.com/mapmaker?hl=en&q=Central
+Serbia&gw=39&ll=43.667872,21.060791&spn=2.936294,5.031738&z=8&iwloc=0_0&fid=5140564527867543861:8229649734270521376
) using Map Maker Search and they borders are OK.
So I think this "problem" is not related with Serbia and it's not
country related problem..
It's how the Map Maker is programmed...
There is a procedure for such "issues" but now I am watching a movie
with Steven Seagal. ;-)
Good luck!

So are you going to report it or I'm supposed to figure out what
you've tried to said? This wasn't an issue until recently.

Browse some POI's around here, most of them are marked as south Banat
disctrict, but it's on the region of Belgrade (even when I change it
to proper one it's still marked as was it by default, until it is
published and than I can change it) ??

If there is some issues (and I am not saying there is or there is
not), Map Maker Guide very often explains "issues procedure" and about
"Issue Tracker" ...

Sorry...,
I have no plans to report it...

Check out the border of City "Belgrade":
http://www.google.com/mapmaker?hl=en&q=belgrade&gw=39&ll=44.81448,20.473709&spn=0.346816,0.628967&z=11&iwloc=0_0&fid=5141556768656907167:2141571973176065764

It's northern part crosses the "Vojvodina" province ("Country")
border!
http://www.google.com/mapmaker?hl=en&q=vojvodina&gw=39&ll=44.850027,20.374832&spn=0.346602,0.628967&z=11&iwloc=0_0&fid=5141746583706654433:8800667493857594283

Maybe that have something to do with this "problem".

PS: Using Google Map Maker Search I haven't been able to find and
check "Град Београд" District border...

(Thaks to mnidza
Serbian Computer Scientist from Saarbrücken, Germany, for the info and
link!):

"Град Београд" District (City of Belgrade District):
http://www.google.com/mapmaker?hl=en&category=District&ctype=546&gw=39&ll=44.703802,20.514221&spn=1.389924,2.515869&z=9&fid=5141548522305212017:12886730300930305363&iwloc=0_0

1. Crosses the border of South Banat District
http://www.google.com/mapmaker?hl=en&q=south+banat+district&gw=39&ll=44.791582,20.521088&spn=0.693908,1.257935&z=10&fid=5138740790504354101:5261854734599073370

and

2. Crosses the border of Vojvodina province ("Country")
http://www.google.com/mapmaker?hl=en&q=vojvodina&gw=39&ll=44.816916,20.412598&spn=0.693603,1.257935&z=10&fid=5141746583706654433:8800667493857594283

Borders could be checked and eventually re-edited!

I'm not 100% sure about this, but I believe that Central Serbia/
Vojvodina boundary is the one that should be edited to exclude the
'City of Belgrade' district.
For example, the towns of Batajnica and Ugrinovci should belong to
Zemun municipality (according to Wikipedia), and therefore to the
'City of Belgrade' district.
However, they are currently in Vojvodina.
