The 15th District PTA, Title I, and Diversity, Equity, and Poverty Programs is hosting a Parent Conference on Saturday, March 14th, at the Gheens Academy, 4425 Preston Highway. 

This is the first of what we hope will be a yearly parent conference/institute that will highlight a responsive and engaging practice that really speaks to the inclusive work so many of our teachers are doing to involve parents in the academic, behavioral, and social growth of their students.

This year, Farmer Elementary teacher – Ms. Jaimie Thornsbury will lead a session on teacher conferencing, student self assessment, and collective (student, teacher, school, and parent) ownership.

House Bill 4 Provides a Long-term Funding Plan for the Teachers’ Pension Fund, Delay Could Cost Millions of Dollars
 
House Bill 4 (HB 4) currently pending before the Kentucky General Assembly provides a long-term funding plan for the Teachers’ Pension Fund.  It does this by providing a path for the Commonwealth to phase into the full additional funding needed by that fund over a period of approximately eight years.  This path is made possible by the issuance of a bond.  Interest rates are at historic lows, but they are expected to begin to rise later this year.  Delay in issuance of the bond could be very costly.  An increase of just one percentage point would cost approximately another $690 million in interest paid by the Commonwealth over the life of the bond.
 
A bond could refinance pension liabilities that are growing at 7.5% per year at a much lower rate.  As the pension liability is already an obligation of the Commonwealth, a bond is not the issuance new debt, but the refinancing of existing debt, much like refinancing your home. 
 
To be clear, HB 4 is not about a short-term bond fix.  The bond simply makes the long-term plan in HB 4 possible.  And it is the historic low interest rates that make the bond work.  The attractiveness of the opportunities provided by the current low interest rate environment is not lost on others.  Sensing opportunity, Apple recently issued a $6.5 billion bond for a total of $32.5 billion in bonds it has issued since April of 2013.  Apple’s bond issue was followed even more recently by bond issues by Microsoft and Merck in the respective amounts of $10.75 billion and $8.5 billion. 
 
The issue of funding for the Teachers’ Pension Fund is one of the most important facing the Commonwealth.   This benefit is not only an intrinsic component of education in Kentucky for its essential role in the recruitment and retention of teachers, but since teachers do not participate in Social Security it is the only financial support most will have in retirement.  Furthermore, if the Commonwealth does not take action this Session, it faces a potential credit downgrade as recently noted by the Standard and Poor’s credit rating agency.
 
For all of these reasons, the General Assembly is urged to act now and pass the funding plan proposed in HB 4 without amendment.

The Jefferson County Public School (JCPS) District is conducting the 2014-15 Comprehensive School Survey (CSS) through Fri., Mar. 13. If you have more than one child attending a district school (or schools), please complete a survey for each.

Reservations are $35 per person if received by Friday, April 24 and $45 per person if received between Saturday, April 25 through Monday, May 4. We are unable to accept reservations after May 4. Please note: NO refunds will be made after Friday, May 1, 2015.
