The City of La Habra's Community Services Department is working to clean up graffiti. The program works to clean-up graffiti throughout the City. The dedicated team works 7 days a week, from 5:30 a.m. until 2 p.m.
Public Works responds to graffiti requests that are on both public and private property. Public Works has a goal of responding to graffiti requests on public property within 48 hours, and private property within 72 hours.
For graffiti on public property, a response usually requires painting over or removing graffiti with appropriate equipment. Additionally, Public Works graffiti crews work to proactively remove graffiti before service requests are made.

Graffiti removal is an important part of the City's efforts to ensure residents can relax and enjoy a safe and beautiful place to live, work, and play. Graffiti removal services provides the residents of the community with a complete and citywide anti-graffiti program. The City accepts zero tolerance toward graffiti and the graffiti offender.
The City provides the 24-hour graffiti hotline for quick reporting purposes so that anyone can call the graffiti hotline at (323) 584-6380 anytime and leave a message indicating what the graffiti is, the approximate address of the graffiti, and what the graffiti is on (e.g. wall, window, sidewalk, light pole, etc.).
Graffiti abatement is provided by Public Works staff which strives to remove all graffiti within 24 to 48 hours. The Public Works Department makes the elimination of graffiti a top priority, but we can't be successful without everyone's help.
The graffiti abatement team is responsible for removing graffiti in the public right-of-way and at City facilities. Barring inclement weather and a high number of reports, graffiti abatement has a turnaround time of about four weeks from receipt of the report. A Graffiti report is generated for every call and online request our Maintenance administration receives.
Graffiti that occurs on a private or commercial property or multifamily or single-family homes is the responsibility of the property owner to remove. If you want to report graffiti on private property, please contact Code Enforcement.

Complaints that are on public property are dispatched to the Community Services Department at 408-846-0460 and are taken in the order they are received. All other property will be dispatched to the appropriate agency for removal.

As part of the program, property owners can register with the City to have Public Works crews automatically remove any graffiti that is visible from the street. The Permission Form (PDF) allows City staff to go on private property to remove visible graffiti without further permission. Complete the form, and mail or fax it to the address/number on the form.
"Graffiti" refers to any writing, printing, symbol, figure, design, or other material written, sprayed, painted, or otherwise applied to any exterior surface of a building, wall, fence, sidewalk, curb, or other permanent structure without the authority or consent of the owner of such property or of a person authorized by the owner of such property to give consent.
You can report graffiti on United States Post Office blue collection mailboxes and green drop boxes. The United States Postal Service (USPS) takes these reports as maintenance complaints for the local post office.
You can also request that the responding officers issue a police report for insurance or other purposes. If you request a police report, you cannot remain anonymous and you must be available to meet the responding police officers.
You have the option to remove the graffiti yourself and report that you did within 35 days of the date on the notice. You can also request an extra 15 days to make a decision. After 50 days of the date on the notice, the City will inspect the property and close the case if no graffiti is found. If graffiti is found, the City will remove it.
You can ask the City to leave the graffiti on the building for artistic or other reasons. You must respond within 35 days of the date on the notice. If you do not respond in 35 days, the City will remove the graffiti from your building.
You can request a 15-day extension to the 35-day timeframe within which you must notify the City that you either wish to keep the graffiti or that you have removed it yourself. If you request a 15-day extension and do not report either of these options by the end of the additional 15 days, the City will remove the graffiti from your property.
By submitting this form, you ensure that the City will always attempt to remove graffiti from your property free of charge in case it is ever reported. You will not receive a Notice of Intent to Remove Graffiti each time graffiti is reported on your property.
