We have a very unfortunate incident in the neighborhood where feral cats have have been deliberately treated cruelly. (Bottle rockets shot at them)A disgruntled neighbor was inconvenienced because of the cats pooping in their flower beds and there is substantial proof that one cat is missing an eye because of his actions. what's more is this man is chastising while admittedly intoxicated, the other neighbors who are actually doing something about it...and placing fear in other neighbors as they continue to remedy the situation. I lived in a north end neighborhood where nothing was done which quickly resulted in way more cats than what we have around here so I have to commend these folks for their efforts of compassion and good will. So far I have taken 4 cats to Tacoma coalition to spay and neuter.

I know everyone is not a cat lover and they can be a nuisance, but the people providing food, and shelter are not contributing to the problem. It starts with irresponsible pet owners. If you are somewhat aggrieved by the strays please, please please seek alternate solutions. Deliberate harm and inflicting pain on an animal is a class c felony...plus no one needs to live in fear of their neighbors actions. This situation is being dealt with accordingly. Last I heard feral cats can be taken to Tacoma coalition for spay or neuter for no cost. I plan to get more info but anyone who has knowledge of free and discounted services it would be appreciated.

Also if anyone wants or comes across someone who wants a kitten please post to the board so we can find good homes for these animals as the continue to appear. I know they can go to the humane society too. But a community effort and exchange of information helps as well...

I am not sure about the fees here in Tacoma but I have used this place many times in the past

I have brought them myself and other times there was a woman that I met in the Target parking lot that
 then takes them there.

If you spay and neuter and feed them they will keep the other feral cats away.  They are territorial.  We 
did this on our block many years ago and it worked.  They also keep the rodent population down.
It started with a couple young cats left by neighbors and one tom cat on our block and they had several litters 
and were dying and sickly but they got fixed and 
given shots and we have not had a problem since.

I don't know who is torturing  the cats but that is horrific and I encourage you to call the police.

This is terrible, we should all comfront the person who is doing this and of course call the police.  I have heard if you put moth balls in the yard where the cats go it will stop them.  We would probably have more vermin without them and it is wonderful the people who fix them and feed them.  I hope something can be done to stop him as torturing the cats just shows what a terrible person he is and makes you wonder what else he does.

OK, So all of this is kinda freaking me out, to begin with Feral cats do not bother me and I have never seen any in my neighbor hood, BUT I do have 4 cats of my own, yes they are all fixed, I have lived here for 10 yrs and my cats come and go as they please, We have to do something about this person or person's hurting animals, we should not be shy about this situation, I sure hope that we can all come together on this matter, cause if someone hurts my animals then there is BIG Trouble.

While I agree that its bad to hurt the cats ,Lets take some responsibility for the cat's that shouldn't be going to another person's
Yard to do there mess. A responsible owner keeps his/her cat at home or on there yard . There are laws about these things.

I also have two 14 year old cats, both fixed, brother & sister that I have had since their birth. They pretty much stay in the yard but sometimes wander the alley to see what is going on (they are still so very curious about noises). Both are terrific mousers even at their advanced age.

I'd like to know the location of this terrible person.

They're cats, they're not hurting anything. 
 
That is a matter of opinion. If my dog was running the streets crapping in your yard, you would be ticked.  But because your cat is yours, every neighbor around should deal with your pet and the messes it leaves.  Cats fight, stalk and kill other pets, and leave messes in others yard that is often not as nicely buried as you think it is. If you love your pets keep them in YOUR yard.  There are laws about where your cat is entitled to go to.

I will Not keep my cat in my yard, they are cats not DOGS, show me the law about cats, I would like to see it and who walks around there yard looking for other animals crap

It's funny to me that a small animal is causing so much stir, there are starving children in our town do you do anything about them, the homeless living on our streets with infants and no where to go, drug dealers and thieves in our neighbor hoods, but you ppl want to complain about cats, WOW

Most people use their yards, whether gardening or just recreational. It's more than annoying running into a pile of crap sitting under a bush right next to your roses.  The law says you are supposed to clean up after your pets cat or dog.  
 
17.02.132 Removal of animal waste

A. It is a violation for any person to fail to immediately remove fecal matter deposited by a dog or other animal in his or her
possession on public property such as park property, school grounds, public rights-of-way, or public easements or on private
property that does not belong to the animal’s owner or custodian.

17.02.160  Violations – Civil infraction

Unless specifically designated in this chapter as a gross misdemeanor or misdemeanor or is specified to be enforced pursuant to other law including, but not limited to, other chapters or titles of this Code, any violation of this chapter is a violation and shall constitute a Class 1 infraction, not to exceed $250, not including statutory assessments.
Such penalty is in addition to any other remedies or penalties specifically provided by law. For each act herein prohibited of a continuing nature, each day shall be considered a separate offense.


There is no specific law about leashes for cats, but the reality is you are responsible for anything that your cat does while off your property.  If it goes into a neighbors yard and kills chickens or someone takes pictures of your cat continually crapping in their yard, they would have every right to report you to animal control and you would be held liable for your pets actions. If your cat goes into a yard and a dog tears it apart it has TRESPASSED. If you don't want your cat hurt by a neighbor or a neighbors pet keep it inside. If you look at the Humane Society it's what is suggested anyways.

Just so its clear, I don't think the original reason this message was started regarding the neighbor shooting bottle rockets, was a poor message. The guy is in the wrong. But to use the sense,  that cats should be allowed to roam is a valid argument to the issue, is a little arrogant. There are people in every neighborhood who don't appreciate cat peoples entitlement. Harming any pet is wrong, but if you feel the need to let your cat wander there is just as much chance of it being torn apart by a racoon in this neighborhood, picked up by someone and eaten or just taken. Not all cultures feel the need to amplify domestic animals as pets like we do in America. I have a dog that doesn't run free in the city, but makes her territory where we are when we are camping out in the woods. Not all dogs are trained but to think my dog could not be under control just because some dogs aren't is the law. Cats are never under your control outside and many people have lost pets due to that fact.

Thanks, that was part of my original point.  These cats don't all have owners so if we see them there may be harmless ways to deter them.  I wasn't aware harming animals was a felony and I hope that fact keeps more people in check regarding their behavior.

The original intent of my post was to inform the neighborhood of a crime and to ask people to deal with this (and any other annoyance) appropriately.  It was not to start a debate.

Thank you for your post.  You have some good points...again this is about feral cats, not ones that have homes.  There was a plea to ask others to be responsible pet owners, sorry if the message came off otherwise.  One thing about email, it is hard to interpret tone (which in no way shape or form was intended to be arrogant).  So please don't shoot the messenger, I have only good intentions and I thought this was the appropriate forum.

My cats are in a converted and enclosed, spacious dog kennel running from my house to a garden shed because yes, if they wander they do upset others, can get mauled or hit by a car (which happened to one of my cats and prompted me to build a shelter to enclose them and to contain some rescue cats).  That was my solution and may not be the choice of others.  

Deliberately harming animals in my book is comparable to drug dealing and theft.  It is a threat to neighborhood safety and security and is intolerable and illegal behavior.
