I'm also having the exact same issue, I spoke to both Samsung and Samsung pay, the advisor at Samsung said that due to the way the app works it will only work in the region within the device was purchased. This can be overridden if the phone is re-flashed and has the UK firmware installed on it, you may also notice your software updates are HK updates. This shouldn't impact any other features of the phone is my understanding so far.
Samsung can re-flash the phone but due to the warranty only being in China / HK the UK support won't touch it as it is a different SKU from what they sell (basically it has the snapdragon processor). I believe they can reflash in Hong Kong if you go back out there which would then unlock these features (and lose all your data so back up). As far as i'm aware the snapdragon processor varient hasn't been rooted yet by independent developers so I've not seen anyone in the UK resolve this issue without Samsung support.
In terms of the level of extent you want to go to to solve this issue is where i'm at. Samsung pay doesn't actually support my bank yet and Google pay works very well in the UK as most of our shop terminals support standard contactless. Potentially in a year or two once the functionality has improved it might be more attractive. If you travel back out there again then speak to Samsung HK support and see if you can schedule it while you're out there, or mail it to them...
The easiest way is to go to sammobile.com and reflash your fone with the new firmware for the new country (not as scary as it seems, loads of guides on the website for what firmware version etc). Id recommend downloading phone info from the app store to tell you what version etc you have right now. I bought my s7 in UAE but moved back to the UK so i just flashed on the uk firmware and your samsung pay will change country automatically.
Downside is you gotta reformat the fone so do all the backups etc first. Whole install process took maybe 15 to 20 mins?. Id recommend using a laptop or pc rather than doing it directly on the phone but you can do it that way of you dont have access to a pc.
My phone is from the UAE and I am in the UK. At first Samsung pay wouldn't run but all I did was clear the app data and relaunched the app. It works 100% fine. No need to flash firmware or any other complicated solutions. Not even a factory reset.

Pretty sure you can remove most of these system based viruses by booting the Samsung Galaxy Note 8.0 in safe mode. You do this by force turning off the tablet by holding the Volume down + Home + Power until the screen goes off.
After you've done that immediately turn the tablet back on again but keep tapping your finger on the menu and back button until it shows up Safe mode on the bottom left or right of the tablet. After that you should be able to unlock the tablet then you will need to go into settings > applications > downloaded > Look for the app called 'System update' this is usually what the virus application hides under and uninstall that program. Once it is done uninstalling reboot the tablet and it should be out of safe mode.
Other wise you should be able to perform a wipe data / factory reset via recovery. You do this by force turning off like i said before but this time hold the power button + volume up and home button. Until you get to the recovery menu with blue text usually.
Once you do get there use the volume buttons to navigate the menu and highlight 'Wipe Data / Factory Reset'. Perform this step by using the power button to confirm selections and this will wipe all data and settings on the tablet. Reboot the tablet via recovery then it will take several minutes for it to boot up. Once it boots up, go through the setup dialog and you should be done.
Otherwise if that all fails. You can download the system firmware via Sammobile website which you will need your model number to get the correct firmware and make sure you select the correct region as well.
Once you've downloaded the firmware you will need to use ODIN to flash the firmware onto the tablet and have the tablet booted into download mode via the power + home + volume down and have the tablet plugged into computer via USB. Select AP / PDA and point that to the downloaded firmware.
Make sure you extract the downloaded file first as it comes compressed and the extracted file comes in a .tar format. Make sure you keep the check / tick boxes as is. Do not modify them as it is dangerous to do so. Then click start and wait for it to say green PASS! then it is safe to unplug tablet.
Pretty much most if not all websites that host samsung system firmware files are slow. I ended up paying for Sammobile just to get faster download speeds. I somehow managed to obtain lifetime premium account for fast downloads on the Sammobile website.

After I ran both commands, I selected reboot and the issue was fixed. The Samsung logo appeared for a short time, but the boot process continued after that allowing me to enter the phone's Pin number and proceed.
While I had to reconfigure most of the settings and preferences, and go through the on-screen help again (annoying), I was finally able to download and install the latest firmware update from within the phone.
I upgrade my samsung a5 SM-A500F into marshmallow it stucks on logo and I do wipe data and wipe cache but still stuck on the logo, I degrade my phone into lollipop and it works, so how could I upgrade my phone
pls, is there really no help? my samsung galaxy note 8.0 gt n-5100 is stuck at samsung logo anytime I switch it on. I have wiped the cache and restore factory settings through the use of power key and volume up key with home key to enter the mode. I have also tried using odin through odin mode with the .tar file I got online and followed all the instructions but still I cannot use my phone pleeeaaassseee heeeeeelp me. it is very serious and frustrating. thanks

Actually the phone is Organizing folders in place that why it took too Long. Even I had wiped both accordingly, the logo was there for about 15 minutes after reboot. Then the registration screen came up. Thanks for everything here.
I was wondering when I would find someone who had the same experience as me. Many Thanks for posting. I installed all the updates on my AT&T Galaxy S5 Active starting from G870AUCS2DPH2 to G870AUCS2DPK5 from my SD card. Each time it acted the same. It would do the update and then reboot and stay at the logo for about 8 minutes, then vibrate once. It would then stay at the logo and after another minute or so the screen would dim for less than a minute and then the setup routine would appear.
My samsung note one is stuck on samsung logo. it enters into download mode but i cant get it into recovery mode tried every combination. tried to install firmware with odin the whole process is done odin gives pass sign the phone restarts and again hangs on samsung logo. please can anyone help?

And today I think to downgrade my phone to default software 4.4.4 kitkat. I googled for it and downloaded the firmware from sammobile and do everything you mentioned in the above post. All was going well but at time of restarting the device, it stuck on Samsung logo screen. I thought that now it is the time to spend some money on my phone but again I googled for the solution and found this article :)
