Chretien's rapist son set free by Liberal cronies

TORONTO -- Prime Minister Jean Chretien's adopted son was paroled
recently by Liberal board appointees despite warnings the convicted
rapist was an "undue risk" for release.
Michel Chretien, 27, convicted four years ago in the bondage rape of a
woman he met in a bar, was paroled to a regional halfway house by
longtime Saskatchewan Liberal Ken Howland and Debra Black-Froman -
against sex-therapy team recommendations that he get in-prison
treatment.
Howland, named to the National Parole Board in 1979 by Pierre Trudeau,
was given a lucrative 10-year, million-dollar patronage plum by
Chretien's patronage office Jan. 27, 1994.
Black-Froman was given a five-year term in October 1995.
They and other members receive $95,000 annually.
The board members were also told Chretien's substance abuse requires
"continuous attention." Records show Chretien was twice found using
drugs or alcohol in only 18 months in prison.
Meanwhile, The Sun has learned Saskatchewan Penitentiary inmates have
grumbled to lawyers that Chretien received "special treatment" when
moved to minimum-security River Bend farm camp six months into his
incarceration.
The inmates argue a violent sex offender ordinarily doesn't get to a
minimum-security camp.
Chretien was sentenced to three years in prison after a woman told his
trial she blacked out after meeting him in a bar in May 1990 but awoke
in Chretien's apartment with her hands and legs bound with adhesive
tape. Then Chretien, who cut her clothes with a knife, forced vaginal
and anal sex.
She was found outside the apartment, dazed and dressed only in a leather
coat. Chretien had thrown some of her clothes and a roll of tape in a
garbage bin.
Chretien denied police entry to his apartment until they obtained a
search warrant.
Chretien claimed the sex was consensual.
Freed on bail pending an appeal of a three-year prison term, Chretien
was not admitted to the federal prison system until last year and isn't
due for release until February 1998.
Federal parole board records obtained by The Sun show Chretien's
sex-therapy tutors warned that despite taking sex-offender programming
and finally admitting "that he consciously decided to take advantage of
the woman" he "continues to lack appropriate empathy" for his victim and
hadn't completed a sex-offender relapse-prevention plan.
The records note that the program leaders "assessed him as an undue risk
for release to the community."
Instead, they recommended in-prison sex offender treatment at either the
Regional Psychiatric Centre in Saskatoon or the Alberta Hospital in
Edmonton.
Howland and Black-Froman ruled Chretien could be released to the Oksana
Halfway House in Regina and for future transfer to Calgary, noting he
"has begun to address his risk factors and now fully accepts
responsibility for his offence; behavior."
They concluded he has "completed relevant programming and is motivated
to continue with community-based treatment in the areas of his sexual
behavior and substance abuse."

This is pretty typical of how this government operates. But I wouldn't
worry. As soon as he's out on full parole Chretien will be sending him
out of the country as an ambassador.

Jean Chretien is much more dangerous than his adopted son will ever be. And...,
Canadian gives the former the highest popularity rate even recorded.
A nation and its chosen politicians share a common profile:-))
