CSW12 - WESPA  v2 rules (5-point penalty)
All tourneys WESPA, ABSP & MSC rated
Players split into divsions as per mean WESPA rating before ODT
Players with rating below mean rating can play up to upper division

PLAYING RULES
What must I do if I discover after the game is finished that there are more tiles inside or outside the bag? 
No old rule to cater for such situation 
New Rule: First I make sure that the tiles were not part of the board. If they weren’t, then I put the tiles back in the bag and put the tiles I was left with at the end of the game back on my rack. If after doing so I have less than seven tiles on my rack, then I draw fresh tiles from the bag. If my opponent too does not have seven tiles on his/her rack, then we must establish who should have picked fresh tiles earlier. (Rule 4.3)
