tighter spam controls initiated

Ok, from here on out, I've put in more spam controls. Only people who
have had approved messages will be sent out to the group.

The downside to this is that many messages will take up to 24 hours to
hit the list. If someone on the list would like to volunteer to
moderate, we can bring that number down a bit.
