Not sure if your talking about the "skirt" function? If so go into your Gcode profiles and check the skirt tab and make sure you have the box checked.

I think elbot wants to make a brim around his part like the brim of a
hat to keep the edges from curling.
I was just thinking about doing this yesterday for a small thin
section of a part that wants to curl up, but I was just going to put
some small three layer thick tabs on the ends in the model that I
would clip off later.

A brim function exists in Slic3r, and works really well, but I'm not aware of it being possible in Skeinforge.  Other than, of course, PropellerScience's suggestion of building this into the model.
