Is this a new build -- the first time you've tried to run the ABP's motor?
If so, know that the system can be a little stiff at first. Turn the belt on
and then see if with your finger you can give a little assistance to the motor.
I had to do that the first time with my ToM. After the first little helping
hand, it worked fine.

There's always the test of seeing if the motor free of any encumbrances
will turn when activated. That means removing the belt or removing the
gear for the belt drive spindle. Probably easier to remove the latter.
If the motor still doesn't turn even with encouragement then it's either
a bad motor, bad wires, bad PCB traces on the heater board, a bad extruder
controller, or something incorrectly wired. Lots of possibilities.

My unclear bad… My point was that you should also, for good measure, have the latest
RepG as well. FWIW, the latest firmware is 3.1 which recent RepG's will have and
can install for you. When upgrading the firmware, you want the Motherboard and
Extruder controller to be at the same rev so you would want to upgrade them both.
