I thought pla printed better in a cooler temperatures, thus making it fully enclosed would keep temps higher?
so which is it??

Big, fast PLA prints might benefit from an enclosure. Small ones or slow ones do better cooler though.

Depends on the temp of the room you are printing in. The room I had started printing in was 73 degrees and the warping was pretty minimal. When I moved down in the basement garage, it got down to the low 50s and the warping was pretty extreme.

You can get it a lot cheaper on eBay with a fan for about $129.00
