When you say "not Linux", which list would that be? I'm subscribed to MVS-OE but that list is very low traffic (last message I received there was from May 2021).

I understand it inexorably translates ISO8859-1 (not UTF-8) to
IBM-037 (not 1047).
What about HLASM Toolkit? Structured Programming Macros ought to Just work. OS-dependent facilities such as SuperC are more a problem.
What do hardware operations such was Branch and Set Mode do on Linux?
