There was a grant Street apartment fire and the person died from Smoke in his lungs and burns to his body, He was a friend of Mine and Shawn's He had many problems but don't we all. He was crying out for help None of us knew how to help him. He had workers which were not there for him either. There are so many budget cuts going on throughout the Government and Maine Government is coming after the Mental Health funding and that is just wrong. I will explain why it is wrong. 
    These Programs that have been here for years in Maine that people count on to be there when they need help, and when they find out that there is nobody there for them because the money is gone they will cry out for help and eventually kill them selfs because they can't handle the pain and confusion of there own. These people are mostly Homeless most of there lives for the reason that they don't know how to live in a house or apartment. Most of these people were brought up horrible, by being starved,being beat, and also just not getting the nurture that a child needs. Every Child of this planet is our future, and our Future needs to know that we are doing the best we can, I am proposing that we as consumers and Mental Health patient our selfs we should start working towards helping more People instead of saying they will get it someplace else. It doesn't quite go that way don't pass the buck. The Proposal I am giving you are two things which both are very close to my heart.
 1. I would like to bring into reality that more mental health patients work with Mental health patients 
        Street smart and book smart are very different things.
    Seeing what I saw was horrific this man was a friend of mine, but Shawn which most of you know as my husband knew him for 30 years. That is a long time, weeks before the fire burning him to death he kept coming to our door but we wouldn't let him in. We had our own life to deal with. but we did tell our landlord but we were to late we told the landlord on Friday and this happened on Tuesday, I see it every day and it doesn't help that the deficit is screwed but the Jails and deaths will go up so help with the cause of Human Beings need guidance and nurture as children do and those of us that have already been there and can help others should do it. I have been doing it for years without realizing it because I was born disabled My left arm paralyzed at birth. I went through the stress of being put down and made fun of in school and not counting the stress at home with my parents 
 2. 1972 was the year the Human Rights amendment was signed into Federal Government. No State in the Union has adopted it I would like to write a bill for the State Legislature to pass for the Universal Declaration of Human Rights of yesterdays and the Human Rights that need to be announced as they are needed. We accomplish this through the Through Advancing Economic Human Rights As Named In The Universal Declaration Of Human Rights, 
I would also like to see Maine,New England then other states in the union to follow with signing the Declaration of Human Rights Which no State in the Union reorganizes the Right to Human
