the agency of resources, placing more of the burden onto cash-strapped
local and state governments, and withholding federal funds from
Democratic governments could make it less and less relevant for
millions of people seeking relief.

honestly - have no idea what fema does - they might fund 100% of all
resilience efforts - but not sure why - why should I pay for a new dam
in Oregon? I dont live anywhere near Oregon and it will never affect
me. pretty much
