I, Jessica Karels, as Head Coordinator, propose that the following rarity category be created (addition to R&U Bylaws 2.B., where future items falling into this classification being itemized in R&U Bylaw 3.)

Disallowed

Not available and no exception vote allowed. Classifications placed in this category must indicate whether the restriction applies to PC's, NPC's, or both.
