Override template

Hello,
i work for an University and i'm in charge to update our old version of Horde.
I have installed a new version, make the settings in the different application conf.local.php/prefs.local.php.
But i would like to know if we can override the template too please ?
For example, i need to setup default timezone (done), to limit access to user timezone settings (done), and to prevent editing timezone when create or edit an event.
I can edit the code directly in /kronolith/templates/dynamic/edit.inc (l.59) and /js/kronolith.js (l.5921) to prevent js error but i'm not sure it's the good way to do.
Have you a better method ? Did i need to create another template ?
