No - the agent and manager have to be using the same version of SNMP
in order for them to communicate.
But note that most applications (both managers and agents) are typically
multi-protocol. So an SNMPv3 agent will typically also respond to SNMPv2c
and SNMPv1 requests as well (assuming it's suitably configured to do so).
And an SNMPv3 manager will typically be able to generate SNMPv2c or SNMPv1
requests.
Certainly the Net-SNMP suite is tri-lingual in this way.
But these are essentially three separate protocols - they're not cross-
compatible. (Just very very similar!)

If you are using a recent version of net-snmp, the default is probably v3. But
you can still use v2c and v1 queries to other agents. Just add '-v 2c' or '-v
1' to your command line. If you continue to get a timeout, then it's probably
an access control problem.
