Can somebody explain me how to confiqure it to get debug logs. Where do I see the logs?

No idea. Try looking in the normal Windows logs.
But my last comment still stands:

Windows will work the same way; you should still, for example, be able
to specify a log file in the snmpd.conf file and have it write there.
But, the binary will have to have been built with the standard debugging
on. Note that it's possible in configure to turn it off.
