Help with Disk Quotas

Running OpenBSD 2.8 and trying to run disk quotas.
I have followed the FAQ, but the quota values do not show up in
repquota -v and are not enforced.

Have you turned on quotas in fstab ?

Yes, and have done quotaon -a as well
When I do mount it shows using quotas
