IMPORTANT: addendum to binutils announcement

A little voice reminded me to tell you that you MUST rebuild libbfd before
the new binutils binaries will work properly. Failure to do so will cause
the binaries to report `invalid BFD target' and bomb out.
(Note that a standard `make build' will do this for you.)
