Useless programs in base.tgz - bpm, ekermit...

Hi,

There's a lot of programs sticking around since a long time, and are
less useful today. at the very least, they do not need to be in
base.tgz, which means they take up space even in minimal installs.

Examples:
ekermit in rescue, base.tgz
bpm in base.tgz
atf tests utilities in base.tgz

I want to:
delete ekermit, bpm (or at the very least move them to another set).
move atf things (and rump?) out of base.tgz to a more optional set.

I added kermit (gkermit, which was later replaced with ekermit). I added
it because it is:

A) Tiny
B) Essential for recovering damaged systems with only serial
console access.

It's repeatedly been a lifesaver for me both in development and when
helping customers recover their devices in the field after they
screwed them up. Please don't remove it. A minimal but robust file
transfer utility is an essential base system component for embedded
use.

ekermit is a highly useful program for many systems with serial
consoles. It doesn't make sense to move it elsewhere.

bpm - can IMO be dropped.

Moving ATF infrastructure and RUMP into the test set: I have no strong
opinion on this. It doesn't cost enough space in my tmpfs chroots
compared to many other factors.

Note that rump and compat are hacked^Wspecial treated when creating
install CDs with semi-full base.tgz on /; moving both to separate sets
would make that a lot more straight forward.

Not in its current state, as it expects (what I'm told is) the directory
layout for packages.
