limiting information from cursor question

how can I create a cursor or pl/pgsql type of function where I get back a
limited amount of information? For instance, let's say I wanted to get the
first 10 rows back and then return it to a perl DBI call. how about doing
the same and keeping track of the rows I need to be at a la those pages with
the previous and next links? Thanks
