Static Segments vs. Interest Groups

Good morning all!

I was hoping someone with some expertise could tell me about the
differences between static segments and interest groups. Just some
basic comparison data would be really terrific - nothing overly
technical needed!

Do you need to create a campaign in MC first, before you can use the
API to create a static segment?

No, though it should be obvious that you do need a list.

You can create the static list segment and "later" tie it to a campaign.
