Minor API Updates

Along with our release this week a few minor API updates were made.
The most significant is the added support of the MC_LANGUAGE special merge tag for setting/updating a list member's language. As with all special merge tags, it's documented in listSubscribe(). That blog post has some examples of how that can be useful in campaigns and list forms.
While we were at that, it was noticed that the API never had support for segmenting based on language even though it's been in the app for quite a while. So now there's a "mc_language" field available for segmentation documented along side the other options in campaignSegmentTest()
Finally, listMemberInfo() (and since it returns the same data structure, searchMembers()) now will return a list member's "notes" field.
