Qualifying mail address via SMTP connection

We are using sendmail with uk-sendmail 1.5 (yes I will be upgraded
that to uk-sendmail 2.1 shortly) - mail sent via the normal way (ie
via ucb mail or emacs etc) works fine and the senders address is
correctly qualified if the mail goes to external sites. However one
of our products has a mail interface which can call either sendmail
(on the local machine) or make a SMTP connection to the mailhost. In
its present incarnation when when making a SMTP connection the s/w
only hands the senders name to the mailhost i.e.

From: username { no domain }

and expect the mailhost to fully qualify this if the message is to go
outside of the company. However the mail host does not qualify it,
which obviously leads to problems. So what I am asking is

* Should the mailhost be qualifying it or should the s/w making the
connection to the mailhost do this?

* If the mailhost's sendmail should qualify this, then what do I need
to do to fix it?

PS: Can someone tell me where I can fetch RFC documents from? I only
have mail access no FTP or NIFTP, do any of the info-servers provide
it?
