Singapore, S. Korea can lead in bridging digital divide

Singapore's President S.R. Nathan has said Singapore and South Korea can
play a leading role in helping countries bridge the digital divide. This is
because the two countries have put much emphasis in the development of the
IT industry. President Nathan made this point at a state banquet in honour
of visiting South Korean President Kim Dae-Jung. Stressing on the
importance of developing the IT industry, President Nathan said it is one
key area in which both countries could share in the benefits that accrue
from the digital age. Bilateral projects in this area, he added, can
provide a fertile ground for mutual economic and strategic benefits.

ALBERT EINSTEIN FELLOWSHIP: WHERE CLASSROOM PRACTICE INFORMS POLICY

Elementary and secondary science and math teachers are encouraged to apply
to spend a year in our nation's capital as an Albert Einstein Distinguished
Educator Fellow. The annual program was enacted in 1994 by Congress and
funded by the Department of Energy - Office of Science, with participation
from NASA and the National Science Foundation. Selected teachers spend up
to one year in a Congressional office or a federal agency. Agencies that
have participated include: the Department of Energy (DOE), the National
Science Foundation (NSF), the National Aeronautics and Space Administration
(NASA), the National Institutes of Health (NIH), the Department of
Education (ED), and the White House Office of Science and Technology Policy
(OSTP). The Fellows provide their educational expertise, years of
experience, and personal insights to these offices.

The Triangle Coalition assists the Department of Energy in the
administration of the Einstein Fellowship program. The Triangle Coalition,
in coordination with the Office of Science, handles the recruitment of
teachers, the application process, the selection process, and the placement
and orientation of the Fellows. Minimum qualifications include: five years
of classroom experience, current full time teaching status, US citizenship,
and a letter of support from a current administrator. Selection is based on
excellence in K-12 mathematics or science teaching; demonstrated
leadership; knowledge of national, state, and local education policies; and
communication and interpersonal skills. The application process opens on
December 1, 2000 and closes on February 1, 2001. A description of this

Issue: Philanthropy/EdTech
The Morino Institute's Youth Development Collaborative is an example of
"venture philanthropy." Instead of just writing a check or donating
computers, Morino believes it is important to make an investment upfront to
reap gains later. As a result, the Institute insisted upon hands-on control
over the program that gave $150,000 each to four educational institutions
in Washington, trained two teachers and set up a computer instruction
center in each school. "It jump-started our effort," says Paul McElligott,
director of one of the Washington schools in the program, who credits the
Morino Institute with bringing the school into the technological age. He
says the kids are learning how to work as a team, building their
self-confidence and decision-making skills. The Morino Institute is now
assessing what was learned in this pilot and trying to find funding for the
schools to continue their programs. It has set up a Web site at
http://www.youthlearn.org to post results, and plans to come out with a
report on
the project soon. Then Morino officials will meet with Members of Congress
and others interested in youth development to tell them that just giving
computers to schools doesn't work. "Unless you have the staff training and
technical support, you might as well pour the money down the drain," one
official says.

3-Day Solar Forecast: Solar activity is expected to be low to moderate
through Saturday. An isolated M-class solar flare is possible in either
Region 9242 and 9246.

3-Day Aurora Forecast: The geomagnetic field is expected to be unsettled
to active. Active to storm periods are possible Thursday night or Friday
night.

Solar Data: Wednesday's sunspot number was 160. Thursday morning's solar
wind speed was 463 kilometers per second (1.04 million mph), and the
solar wind density was 3.6 protons per cubic centimeter. (Speed and
density values are snapshots in time and change during the day.)
