year -- the effect of growing commercialization?

New evidence suggesting people are turning off the Internet in droves
may be due to its increasing commercialization, one academic suggested
Tuesday.

Figures just released by research firm Cyberdialogue show that in 1999
30 million people in the U.S. no longer used the Internet, describing

Most nations' laws do little to deter crime in cyberspace, a study by a
firm that runs a U.N.-backed network of Internet policy officials
showed.

Thirty-three of 52 nations surveyed had not yet updated their criminal
codes to deal with any offense tied to the use of computers, according
to McConnell International, the Washington consulting company that
carried out the study.

Ten had enacted laws to address five or fewer of the 10 types of
offenses at issue, while nine said they were prepared to prosecute six
types of offenses or more.

DC. Copies of the report will be posted on the Commission's website,

Senator Bob Kerrey of Nebraska , chairman of the Commission, and Georgia
Representative Johnny Isakson , Vice Chairman, will present the findings of
the Commission and its recommendations.

BACKGROUND ABOUT THE COMMISSION

Congress established the Web-based Education Commission to ensure that all
learners can take full advantage of the educational promise of the World
Wide Web. The Commission is required to conduct a thorough study of the
critical pedagogical and policy issues affecting the development and use of
Web-based content and learning strategies to improve achievement at the K-12
and postsecondary levels.

The Commission is required to present its findings to the Congress,
President, and nation by the end of 2000. The Commission is comprised of 16
members who were selected by the President, Secretary of Education, and
congressional leadership.

TrackEngine.com is a browser-based application for tracking updates
to any web page. A simple drag-and-drop enables your browser with a
"Track me!" button with zero software installation. There are many
tracking parameters for you to tweak, including tracking frequency,
sensitivity, keywords etc. When relevent updates are detected on the
web page, the appropriate portions of the page will be highlighted so
that it will be effortless for you to spot them. Use TrackEngine as a
live bookmark system which automatically keeps track of which web
