Unable to generate mail merge document with unique image

[Engineering Practice Examination EPE]

Hi, 

I am trying to mail merge a document with unique image which actually is the picture of that person to whom I want to send this document. The picture changes with email. But mail merge does not allow to do this while using mail merge through google docs and google sheets.

Please guide me
