send out peer_ids list with sync

As discussed previously, here is the document about sending peer_ids list with the sync message, to avoid a resolved action got constructed again in sync due to the lagged sync message from peer.

This looks perfect Qi, I will try and spend some time looking at the churn parts. Setting the entry ID's of 'churned' nodes to zero when we have duplicate actions is the potential issue. I am not sure it's a problem though unless there are more than 1 churn event during an action resolving that's duplicated (for instance 2 putABC messages that are actually 2 real messages and not duplicates)
