The Bangkok Post yesterday (Saturday) carried an advertisement for the three vacancies which I have mentioned earlier (attached). However, it appeared in a corner on the second page of the Business section as it has customarily been the case in the past rather than the Classified Ads section of the newspaper. I have also noticed that the ad is usually for one day only. Wonder whether it is worth the money and effort to put it out when I suppose the outreach would be rather minimal at best if at all!
Hope there can be better ways to disseminate such information in the future.

Please find attached above the links to some recently advertised vacancy positions at the ASEAN Secretariat (ASEC) in Jakarta, Indonesia and ASEAN Center for Biodiversity in Los Banos, Philippines. It has been my observation that relatively few Thais are occupying key positions in the operational units of the Secretariat and/or other ASEAN entities even though each member government of ASEAN contributes the same amount to the operational expenses of ASEAN each year. For example, there are about a dozen director positions which are the highest echelon non-political positions in ASEC (http://asean.org/asean/asean-structure/organisational-structure-2/). Based on the information shown, no Thais are currently occupying these strategic posts and in fact there has been none since the last Thai who retired some 4 years ago which interestingly makes Thailand the only founding member of ASEAN with no presence at the Directorship level of ASEC while non-founding members like Cambodia has two and Viet Nam has three. At the next echelon level (Assistant Director or Head of Division), currently Thais are occupying only four posts in an entire field of about 32 positions or slightly over 10%, the minimum cut-off number assuming a completely equal distribution among nationals of each member country. In effect, Thailand is losing out to some other countries in terms of staff representation and influence in regional bodies like ASEAN. So I am hoping we all could help to turn this situation around a bit by pursuing a more pro-active "affirmative action" type of exercise to persuade more Thais to take up positions at the ASEAN Secretariat and other ASEAN entities. This is also with the view that Thailand will be chairing ASEAN in 2019 (or just a little over a year from now) and will need to draw on all the assistance and support that it can muster to help meet the goals and objectives which the country aims to achieve in that chairmanship year in particular..
