A trivial hand (4 sets and a pair) can be good enough for a regular 0
MP game (and sometimes if you're lucky you can have a matching flower
or season, Wind pung or a Dragon pung).
But for the majority of cases (from the initial review of the tiles
received from the wall) you need to build something specific from the
list of hands available on the scoring pages of each style.
Most starting players tend to stick with Pung hands which most of the
time give enough value to declare mahjong but this tends to bore them
fast - so make sure to look through the scoring page and develop your
skills.
