Could you please enlighten whether the Society can disburse payment in the name of Diwali Bonus to its workers like Watchmen, Cleaners, Manager etc

Yes.

But it is not mandatory to pay a bonus. One of my client societies faced this issue on multiple fronts including a Police complaint under the Atrocities act by the Sweeper belonging to SC Community. The Sweeper was working for the Society for 3 decades and every year a bonus was given. The Society decided to stop giving a bonus in 2021.

Societies where no industry, trade, business, manufacture or occupation is carried on will not be covered under the provisions of industrial laws.

Can an outsider i.e., a person not residing in our society be made an associate member in our society, so that he can attend the society meetings.

 

Also note that the outsider is not having any blood relation or is not a relative of the member who intends to make him the Associate member for his Flat.

 

1 - If the answer is YES then how and under what legal provisions.

2 - If the answer is NO then under what legal provisions.

3 – Is there any other way such a person can be made and associate member in our Society?

Attached pls find Maharashtra Co-operative Societies (Amendment) Ordinance, 2019, wherein the definition of Associate member is given as:

(18) “Member” means a person joining in an application for the
registration of a housing society which is subsequently registered, or a
person duly admitted to Membership of a society after its registration and
includes associate or joint or provisional Member ;
(a) “Associate Member” means husband, wife, father, mother,
brother, sister, son, daughter, son-in-law, daughter-in-law, nephew,
niece a person duly admitted to Membership of a housing society
on written recommendation of a Member to exercise his rights and
duties with his written prior consent and whose name does not
stand in the share certificate ;
(b) “Joint Member” means a person joining in an application
for the registration of a housing society jointly, which is subsequently
registered or a person who is duly admitted to Membership after its
registration and who holds share, right, title and interest in the flat
jointly but whose name does not stand first in the share certificate ;
(c) “provisional Member” means a person who is duly admitted
as a Member of a society temporarily after death of a Member on
the basis of nomination till the admission of legal heir or heirs as
the Member of the society in place of deceased Member ;
(19) “Officer” means a person elected or appointed by a society

Nicely explained. 

Wonder why such Q arise at all in CHS members mind. It is just being human n considerate to illuminate the lives of those lesser privileged ones. 

It is a different call for MC if they are satisfied with their service and inputs have to be from such members in unbiased manner.
