Declaration of the names of the Defaulters

Dear Sirs,
I am a resident Member of a CHS society located at Navi Mumbai.

In the society AGM held in the last week it was noticed that there are huge amount of Rs.90 lacs outstanding against the Defaulters.
When members questioned to the MC of the society,why the Defaulters names were not displayed on the notice board and why no action was taken by the MC against these defaulters form the year 2016 expect issuing letters and why not as per the new Bye laws number?
The MC answered that the names cannot be declared/disclosed on the society notice boards as  per the private policy and laws.
Sir I would like to know your  legal opinion , whether the MC can avoid disclosing the names of the Defaulters? Whether the private policy laws in this case is applicable for the our society?
The Defaulters are enjoying all the facilities of the society at the cost of other prompt members who are paying the society maintenance bills on time?
An early reply will be highly appreciated  as I have to submit my reply to the Draft MOM of the AGM.
