Regarding RTU help

dear sir

our society is a backward class society under the PWR 219 scheme and membership is approved by the Dy Commissioner social welfare dept which is situated in CBD Belapur they have approved one person's membership I put RTI to know under which document they gave the membership that person and society do not have any relevant document but they never responded to my RTI I made an appeal and hearing was put on after four-five hearing they decided to give me the paper but till days date they never gave me any paper

All well-wisher in our group who knows about RTI please give me some guidance
