sub quorum and conducting SGM

Dear all,

Our building has membership of 20 going for redevelopment along other 2 buildings .

To take the DA finalisation the chairman tried to have SGM of his choice date. 

. The Secretary has expressed inability  to attend the meeting on that date, due to pre occupation .

My queries are:

1.Whether SGM can be conducted without secretary ?

2. What is the quorum required for such SGM for finalising DA?.

3. Even if an adequate quorum is not there, whether  the meeting can be conducted as claimed by our chairman .?

4 Whether members who are not able to attend personally, can attend vide whatsapp/google/zoom and vote  as done  during covid ( If this is allowed may add up to quorum ).
