Different behavior between Windows and Unix when reverting commit

I use Magit on both Windows and Unix(CentOS, Debian and FreeBSD) and found behavior of reverting commit is different between them. On Unix, if I type 'V V Return' then buffer for editing commit message appears. But on Windows it finishes instantly. Why such deference happens? Does anyone else experience it?

Windows Environment
OS: Japanese Windows 10 Enterprise 64 bit version 1703
Git: 2.14.2 (Official 64 bit binary)
Emacs: 25.3 (private binary build with MSYS2)
Magit: 2.11.0 (Installed using source archive)

Unix Environment (FreeBSD)
OS: FreeBSD 11.1-RELEASE amd64
Git: 2.14.2 (Installed using FreeBSD ports)
Emacs: 25.3 (Installed using FreeBSD ports)
Magit: 2.11.0 (Installed using FreeBSD ports)
