Hello Montana library community!
At our April 8 meeting, the Commission focused on how we can support strong local governance while navigating complex statewide issues, from continuing education policy to questions about the Commission's role in local challenges.
We heard thoughtful discussion about the continuing education certification policy and course of study, including a decision to briefly defer action so the CE subcommittee can take a closer look at how Master of Library and Information Science (MLIS) degrees fit into the new framework.
We also celebrated staff achievements and examined updates to our bylaws to keep Commission work responsive and transparent.
I am continually grateful for the dedication, creativity, and resilience you bring to your communities every day. In the weeks ahead, we look forward to refining the CE policy, hearing from you at upcoming meetings, and working together to ensure Montana libraries have what they need to thrive.

Meeting Highlights - April 8, 2026
Staff Recognition and FVCC National Award
The Commission opened by recognizing IT staff member Mike Lighthiser for five years of outstanding service, highlighting his reliability and willingness to jump in during critical moments. Commissioners also celebrated the Flathead Valley Community College Library, which received the Association of College and Research Libraries’ national award for community and junior college libraries, underscoring the high‑quality work happening in Montana’s academic libraries. Commissioners requested that a formal letter of congratulations be sent so this achievement is recognized in the record and shared across the statewide library community.
Continuing Education Policy Deferred for Targeted Review
After extensive discussion, the Commission voted to defer action on the new continuing education certification policy so the CE subcommittee can revisit how MLIS degrees count toward certification and renewal. Commissioners emphasized that they value the rigor and relevance of MLIS programs, but also want the policy to reflect the Commission’s separation from the American Library Association and its current stance on Diversity, Equity, and Inclusion requirements. Staff explained that a delay may complicate the planned July 1 implementation date, so the subcommittee will meet promptly and bring a focused recommendation to the May 6 special meeting.
Course of Study and Implementation Timeline
Because the course of study is tightly linked to the certification policy and is referenced in administrative rules set to take effect on July 1, the Commission agreed by consensus to defer action on the course of study as well. Staff noted that they still have significant implementation work ahead and that each delay compresses the window for updating systems, communicating changes, and supporting librarians. Commissioners expressed a strong desire to resolve the open questions quickly.
Bylaws Review and Clarifying the Commission’s Role
As part of the annual bylaws review, Commissioners discussed creating a standing certification committee and affirmed the value of periodically visiting libraries around the state for in‑person meetings. The Commission will vote on revised bylaws at their meeting June 10, 2026.
Special Guest Presentation: AI and GIS in Library Services
Guest presenter Matt Sheehan offered a forward‑looking tour of how artificial intelligence is transforming geographic information systems and decision making. He described how newer, cloud‑native tools and AI‑driven models can analyze massive spatial datasets, support decision‑making, and open discovery for users without deep technical backgrounds. Commissioners noted that these trends will shape how libraries support mapping, data literacy, and local planning efforts, and requested that the recording link be shared with GIS‑related staff so they can explore opportunities for Montana libraries.
