Hello Montana library community!
Welcome to our inaugural Commission newsletter! We're excited to launch this new communication tool to keep you informed about the work of the Montana State Library Commission. Our goal is to strengthen connections with libraries across the state and ensure transparency in our decision-making processes.
This newsletter will be published after each Commission meeting to share highlights, decisions, and upcoming opportunities. We hope you find it valuable!
As always, we welcome your input and engagement. If your library would like to host a Commission meeting, please reach out—we'd love to visit libraries in all corners of Montana!

Meeting Highlights - February 11, 2026
Bylaws Update: New Standing Committee for Certification
Commissioner Carmen Cuthbertson proposed creating a new standing committee focused on the continuing education certification program. This committee will review and approve additions to the course catalog on a rolling basis, ensuring Montana librarians have access to relevant and current professional development opportunities.
Next Steps: Draft language will be developed by Carmen with support from State Librarian Jennie Stapp and staff, with approval anticipated at the April Commission meeting.
Montana Geospatial Information Act Grants Approved
The Commission unanimously approved four grant awards under the Montana Geospatial Information Act:

Blaine County - 3D Hydrography (3DHP) project to transition water modeling data to new national standards using LiDAR technology

Powder River County - Continuing the implementation of NG911 and geo-elections for Powder River County: Next steps in improving road centerlines, addresses, and boundaries to NENA standards.

Wheatland County - Wheatland-Golden Valley Next Generation 911 Data Validation & Transition

City of Glendive - City of Glendive and Dawson County Next Generation 911 GIS
The 3D Hydrography grants leverage significant federal funding to collect data to meet the federal 3DHP standard. This data improves emergency response capabilities, water management, and disaster preparedness across Montana. The projects align with priorities identified in the state's Geospatial Information Plan.
October Meeting in Miles City Approved
Mark your calendars! The Commission will travel to Miles City for its October 2026 business meeting. This continues the Commission's commitment to meeting in different communities across Montana to better understand local library needs and foster stronger relationships.
Sarah Peterson, Director of the Miles City Public Library, expressed enthusiasm about hosting the Commission. The meeting may coincide with a Montana Library Federation gathering to maximize participation opportunities.
Special Presentation: AI and Libraries
The Commission received a special presentation from Chris Tarabochia, Chief AI Officer, who discussed the intersection of artificial intelligence and library services. This timely presentation highlighted emerging technologies and their potential applications in Montana libraries.
Conversations with the Commission at MLA Conference
After thoughtful discussion, the Commission voted to participate in a "Conversations with the Commission" session at the Montana Library Association (MLA) Conference in Great Falls in April 2026, pending compliance with open meeting laws.
The Commission's regular April business meeting, which will now take place on April 8, may be held virtually via Zoom to reduce travel costs.
Key Discussion Points:
- The Commission emphasized its independence as a state entity, distinct from MLA while maintaining a collaborative partnership
- Commissioners expressed appreciation for MLA's volunteer-driven work supporting Montana libraries
- Both organizations committed to continued communication and transparency
Commission Goals Approved
The Commission unanimously approved its 2026 goals and next steps, which will be reviewed at each meeting to ensure progress. These goals focus on:
- Improving communication with Montana's library community
- Supporting professional development and certification programs
- Increase understanding of the use and application of artificial intelligence tools
- Improve understanding of how public library standards align with the Montana Constitution and Montana Law and library actions

2026 Conversations with the Commission
The Montana State Library Commission invites you to share your questions, concerns and ideas about Montana's libraries. The Commission will host a “Conversations with the Commission” at the Great Falls Public Library on Wednesday, April 15th 4:30-5:30 pm. This event is open to the public. Please feel free to participate in-person or online via Zoom.

Finance Committee Update
The Finance Committee requested additional detail on budget line items to ensure thorough oversight of state library funding. Updated financial reports will be presented at the April meeting. The Commission continues its commitment to transparent financial management and responsible use of public resources.

This newsletter represents the Commission's commitment to improving communication with Montana's library community! Using meeting transcripts and AI tools, staff can efficiently produce these summaries after each Commission meeting. Newsletter metrics will help us understand engagement and ensure we're meeting your information needs.
