about webservice connectivity

Hi all,
Here my doubt is ,in my applications i am using asp.net webservice.I
am connecting my webservice with flex, through the WSDL
connectivity.Now my problem is,
when i run the application , it shows the result if and only if the
webservice is on the screen.Suppose the webservice is not on the
screen,The flex shows the error like ''HTTP ERROR: CANNOT LOAD THE
WSDL.......What is the problem.How can i make a proper connectivity.
