Video is in bad quality, what can i do to fix it?

flash CS4 pro

A colleague of me have created a flash (flv) video for our web project. But
the video is slow and in bad quality.

The video consist of many pictures making a slideshow, not sure what format
the pictures had, but they vhere huge.

He used a program (not flash) to make this slideshow, this program output a
wmv file, which when playing has good quality.

Then this vmv is converted to flv (also tryed swf) and the flv video becomes
in bad quality. That is strange as the wmv video is 800x600, and the flv
video has a lower resoulution....

I'm using Adobe Media Encoder now to make a .f4v file, in Adobe Media
Encoder I see this information:
video: 800x600, Same as source [fps], Progressive
audio: aac, 128 [kbps], 44,1 Khz, Stereo
Bitrate: VBR, 1 Pass, Target 1,50 [Mbps], Max 2, [Mbps]

I have the vmw video on my computer, is there something I can do to fix this
now? I mean are there some properties I can modify and then import the video
again and make sure it gets in a better quality?

any ideas?
