No,
But you can open Flash 8 programs with CS3. Just set publish settings properly (if you used to have some actionscript inside).

You can save a CS3 .fla file to Flash 8 - Just do File > Save As and set
type to Flash 8 document. Of course any AS3 isn't going to work...
