animated gifs are grainy problem

I cannot for the life of me figure out how to make my animated gifs look great
from flash. I have exported the layered psd files as pngs, jogs, gifs, bitmaps,
you name, I have done it, BUT to no avail. Someone please help me, why can't
the websites just plug in my .swf files, they look awesome, yeah a little
larger. I would design in another program, but the client needs each frame to
click to a different URL. What am I doing wrong? It looks like a color issue?
