Photo Framing Effect - How To

I'm trying to figure out if there is an extension or program or just a way to do some neat effects to the framing around a picture. I don't mean "frame" in the hard sense, like a picture frame, but more like what this guy has done here. http://www.wootan.net/hospital/hospital1.html

I'm not looking to add a picture frame like that one extension does, (i think it's under "creative" in "commands"), I just want to know how to create that old style tattered effect that his photo frames have.

Could anybody point me in the right direction?

I overlooked the FireFrame 2.0 Program over at Project Fireworks. That ought to work.
