Can you post a link to a PNG? Fireworks 2004 does have a replace color
tool, but it is not very accurate in terms of the color it uses for
replacement.
You also could try altering the Hue of the selection through Live
Effects or Filters, although you indicate filters is not working out.

I am trying to make it into a watermark for a client who wants this
image to be a very light undertone on their site. I will work the tool
you suggested, if all else fails I will change it to a vector.

Is this watermark going to be monochromatic? If so, you can try Adding a
Hue/Saturation Live Effect. Set the Hue to your color of choice (choose
COLORIZE first), and set the lightness to somewhere between 70 and 90.
Adjust Saturation as desired.
