I am looking for an event calendar for my church that is ASP based, would
display events on a graphical calendar layout or just a text listing, that
would allow for people to request reservations for conference rooms, allow
an administrator to approve requests and assign rooms. Has anyone run into
such a beast. Backend DB can be SQL 2000 or Access.

We're using a calendaring system from WebEvent - it has a lot of powerful
features, but is cgi based (works on our NT server). As I was trying to
find an alternative one, I came across this calendar:
http://www.ezreserve.com/ It's .NET and way more affordable than the
WebEvent calendar we use. Their support is pretty rapid as well. In fact,
every request I made for features were put into the next version they
released.

Here's a listing of other calendars as well:

I just hate that vibrating ad banner. Should be banned.

I used one from 4guysfromrolla.com, but can't give you the url right now. It
worked great, though, and I used it for a church site myself.

Were you talking about the article they had on building one in ASP.NET?

No; it was classic ASP.

I'll try to dig it up.
