Limiting User Access to Formatting

I am have multiple clients using Contribute. In each case, I have
pre-configured Contribute using my computer to [bullet][/bullet] Restrict their
style access to only the styles contained in the CSS style sheet
[bullet][/bullet] Remove their ability to change font sizes, choose font
colors, etc.

None of this works. While it appears to work on my computer, when I send
their connection key and they start maintaining their own sites, they
invariably are able to make fonts 60 pixels in bright pink and add photos 2000
pixels wide. Basically, I'm saying that the formatting limitations do not seem
to work.
Is anyone else experiencing this and does anyone have a fix?
