Create Stand-alone Page With Template?

I see where I can edit an existing page on my local hard drive and I can create
a blank page on my local hard drive, but how can I create a stand-alone page
using the templates? I see that template are only available for websites. I'd
like to use templates locally.

I do a lot of documentation that I would like to do in HTML. I don't have a
website, I just want to edit the HTML files and then I'll make them part of my
project. A great example is HTML help files. I don't want to have to create
some kind of web site to edit HTML help files, but I still want to be able to
create a template for them so that they all follow the same theme.
