deferred error: Application server is busy

We have two front-end IIS servers with the jrISAPI plugins that talk
to two ColdFusion 9 Enterprise application servers. We're seeing the
following log messages a few times per day:

2012-05-16 09:01:10 jrISAPI[8924:5308] 10.1.1.2:51000 deferred error:
Application server is busy. Either there are too many concurrent
requests or the server still is starting up : -10: JRun too busy or
out of memory
2012-05-16 11:28:16 jrISAPI[1236:5308] 10.1.1.2:51002 deferred error:
Application server is busy. Either there are too many concurrent
requests or the server still is starting up : -10: JRun too busy or
out of memory
2012-05-16 13:32:21 jrISAPI[6892:5308] 10.1.1.2:51002 deferred error:

My guess is the problem is more on the "too busy" side of things. Are
these errors normal, or should we be doing something to respond to
them?
