Re Grimmel Industries and its stormwater/ pile leachate

FYI

Maine DEP describes  the status of its stormwater permits granted Grimmel

(I can't believe I missed the public notice for this!  Was there one in the republican journal?)

Dear Ron,  I will attempt to answer the questions about the Grimmel Industries site at Mack point.  (see your questions below)

Grimmel Industries site for the storage of Scrap metal on Pad #3 was permitted on 4-25-15 by the Maine DEP with the Multi-Sector General Permit for Stormwater associated with Industrial activities at Mack point.  This is a lease agreement with Sprague.

This is the timeline for the reissuance of the MSGP:

Final MSGP- issued Dec 7, 2016 with Public Notice with intent to review dated 3-14-16,

60 day Public comment period for the DRAFT MSGP was 9-29-16 to 11-29-16,

Gregg Wood was the final permit writer, and he is the person that has issued the permits.  He is keeping track of all 1250 permit holders in our program.  He may be contacted at Gregg...@maine.gov about where to look on the MDEP website to find the updated list.  The new MSGP 2016 list is not fully completed as more renewal applications are still coming  in to the department.  I will ask him when the new 2016 permit holder list will be put up on the website

Grimmel has been reissued the MSGP on 2-15-17 and is required to comply with the Sector N of the MSGP.  I have included the entire text of the general permit-255 pages.  The first 38 pages are the special conditions referred to as the PERMIT, a list of sector codes for the 29 sectors that the general permit covers, the A-AD sector specific requirements, standard conditions that apply to all permits and the fact sheet.  The fact sheet has a section where the questions that were posed were considered.  I did not see any questions about Grimmel in Searsport.

Warm regards, Jana Wood

I WROTE:

Dear Mr Kavanaugh

David Ladd suggested I contact you, as he's out of the office

I am trying to find out if Grimmel Industries has an approved industrial stormwater permit for its shredded steel operation in Searsport.  I don't need the permit details at this point - just whether  Grimmel received  a stormwater permit. and if so, when?

Grimmel had planned to have its stormwater output  at Mack Point subsumed into Sprague Energy's stormwater permit there.

However in an email on March 26, 2015 Thelma Murphy, of  EPA Stormwater and Construction Permits Section  wrote

"Grimmel Industries will be required to obtain their own permit for their activities.  DEP will provide an opportunity for public comment for that permit.  I do not have information regarding timing."

Question: Has this process taken place?   Was it waived?  Is it under review?  I ask as we haven't found a stormwater permit for Grimmel Industries' Mack Pt operations on state or federal databases..

Any information would be greatly appreciated

Thanks!

Ron
