Speed configuration problem??

Hi
I have some problem with move speed.
X and Y axis (and joint) config:
Max Velocity: 500 mm/s
Max Acceleration: 2000 mm/s2
A axis rotary (and joint) config:
Max Velocity: 10000 deg/s
Max Acceleration: 80000 deg/s2
When i try print "pisakC6-179_small.ngc", average print speed is between 2000 - 2800 mm/min.
on the "pisakC6-179_small_woA.ngc" file, average speed increase to 9000-10000 mm/min.
I try this files in linuxcnc and machinekit - same speed (slow with A axis, fast w/o A axis).
Why rotary axis make slow move? Is this a configuration problem or it is a gcode problem?
